TWO new Independent Members bring Derbyshire Police Authority back to full strength.
 
Michael Carrington, a retired company director from Swanwick, replaces Chris Ash, who resigned his position last April, and Cathy Rylance replaces Nicola Horsley, who is re-locating to London.
 
The appointments follow a recruitment campaign that resulted in 38 applications from Derbyshire people.
 
Member Glenys Goucher, who was on the appointment panel, told the Authority's annual meeting that some very capable candidates had made the shortlist.
 
Cllr Philip Hickson, also a member of the panel, agreed. "The calibre of the applicants was extremely high," he said, "and reflected the work the Authority had done to ensure all were well briefed."

Mike Carrington

Mr Carrington (pictured, right) was born and educated in Derbyshire and started his working life as a technical trainee at Stevensons dyers in Ambergate.
 
His career in textiles progressed through various management roles with companies such as Courtaulds and Coats-Viyella, which provided him with valuable experience in all aspects of business.
 
Mr Carrington said: "Events led me back to Stevensons and I have spent the past few years as operations director fighting a losing battle of survival in a very difficult UK textile market.
 
"For the past two years I have worked as a textile consultant, and this gives me the flexibility and time necessary to carry out the important role of an independent member of the Police Authority.
 
"In these very challenging times, it is vital that Derbyshire has a Police Force which is adequately resourced and capable of providing a service appropriate to the needs of the people of Derbyshire.
 
"I feel that my experience, energy and enthusiasm will make a contribution to achieving this goal and I look forward to the challenge."
 
Married with a son and daughter, Mr Carrington's main interests other than family are sport of all kinds, travel and gardening.

Cathy Rylance

Originally from the North West, Miss Rylance (pictured, right), whose Membership was due to be confirmed at the Authority's September 3 meeting, works freelance providing community relations and corporate responsibility consultancy to a variety of businesses, charities and the public sector.
 
She moved to Derby in 1983 to join Rolls Royce plc as a trainee systems analyst, where she had an enjoyable and successful computing career.
 
A secondment to the Prince's Youth Business Trust, a charity that helps young people set up in business, in 1992 led to a complete career change and a move to the voluntary and community sector.
 
In 1996, Miss Rylance became the first Community Projects Appeals Manager for Nottinghamshire Police, raising money for their community projects and drugs education programmes.
 
She said: "This gave me a good insight into the challenges faced by the Police and the local community.
 
"A funding request to Capital One, the credit card company, resulted in a job as their first Community Relations Manager. A substantial budget and an army of volunteers gave me the opportunity to establish many community partnerships and projects.
 
"Our most successful volunteering project was the development of a computer system to help manage child protection investigations by Nottinghamshire Police. Later adopted by other forces, it became the most widely used Police child protection system in the country."
 
Until recently Miss Rylance was the Chair of Derbyshire Crimestoppers - the independent charity working to fight crime. Derbyshire is the third most successful Crimestoppers region in the country.
 
She added: "As an Independent Member of the Police Authority I will have access to information on which to make informed decisions about the performance of the Derbyshire Police. I will use this knowledge, together with my outside experience, to support the Police in their difficult role, whilst ensuring they provide people living, working and visiting Derbyshire with an appropriate level of service and respect."
